Minister proposes 25-year higher education reform plan
Senegal’s Minister of Higher Education and Research, Abdourahmane Diouf, has outlined an ambitious plan to address the challenges facing the country’s public universities, writes Bocar Ba for Sene.News.Speaking at a press conference on 6 December, he shared insights from his recent visits to all eight public universities and introduced a transformation agenda to modernise higher education. The minister identified two critical issues: insufficient funding, with state support covering only nine months of the academic year, and irregular university calendars, which have cost the state over CFA40 billion (US$64 million). Additionally, delays in completing infrastructure projects and ongoing problems with student scholarships remain pressing concerns. Diouf pledged to expedite ongoing projects and adhere to promised delivery timelines.
Central to his vision is the Agenda for the Transformation of Higher Education, Research and Innovation (AMESRI 2050), aligned with Senegal’s broader Agenda 2050 goals. AMESRI focuses on eight key themes, including curriculum reform, improved university governance, digital transformation, enhanced research, and better socio-pedagogical conditions. The agenda aims to create an inclusive, innovative and globally competitive university system over the next 25 years.
