University urged to privatise halls of residence

A human resource audit report on Uganda’s Makerere University has urged the institution’s top administration to establish a new company to manage accommodation in halls of residence, arguing that the proposal if adopted would generate revenue to a tune of UGX5.3 billion (US$1.4 million) annually, writes Xanthia Leni for PML Daily.

The August 2019 report was handed over to Vice-Chancellor of Makerere University Barnabas Nawangwe but was only made public recently when the top management of the university appeared before parliament’s public accounts committee to respond to queries raised in the December 2019 audit report.

The report followed a call by the Makerere University vice-chancellor for an audit into the university’s human resources after the university was left with UGX17 billion in wage shortages. In its recommendations, the audit committee noted that there is a need for Makerere University to relinquish the management of its halls to a university company and leave the university to concentrate on its core mandate of research and teaching.
